What this amendment would do
MR. WELCH submitted amendment numbered SA 1676, which is intended to be proposed for the concurrent resolution H. Con. Res. 14 for the fiscal year 2025 congressional budget.
The purpose of this amendment is to add a deficit-neutral reserve fund relating to preserving United States-Canada relations.
It aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution. It also allows the Chairman to make adjustments to the pay-as-you-go ledger for bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports that relate to preserving United States-Canada relations. These revisions and adjustments can be made by the amounts provided in such legislation, as long as the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
