What this amendment would do
MR. Welch submitted SA 1675 as an amendment to the concurrent resolution H. Con. Res. 14 for the fiscal year 2025 congressional budget. Common sense tells us we need to hold our elected officials accountable, and this text gives us a clear look at what is being proposed.
Purpose and Changes
- The amendment aims to create a point of order in the Senate against certain legislation.
- It targets any bill, joint resolution, motion, amendment, or conference report that would authorize or appropriate funding for the Federal employment of individuals convicted for actions related to the attack on the United States Capitol on January 6, 2021.
- It adds a requirement to deem these convicted individuals ineligible for employment or other financial engagement with the Federal Government and all subordinate components and agencies.
- It also adds a requirement to deny these individuals access to any properties of the Federal Government and subordinate components and agencies.
- The rule can only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members, and the same three-fifths vote is required to sustain an appeal of the Chair's ruling.
