What this amendment would do
Mr. Welch put forward this amendment to hold our government officials accountable. The main purpose is to create a new rule in the Senate that stops lawmakers from considering legislation allowing government officers and officials to use the messaging application Signal for official communications.
How It Changes Things
-
It adds a strict point of order in the Senate against any bill, joint resolution, motion, amendment, or conference report that lets officials use Signal for official business unless specific rules are met.
-
For officials to use Signal, it must follow three exact conditions: it has to happen under official regulations, it must be on an official device, and it must completely follow the Federal Records Act along with its corresponding regulations.
-
To bypass this new rule, it would take a three-fifths affirmative vote from the members of the Senate. It would also take that same three-fifths vote to successfully appeal a ruling made by the Chair regarding this point of order.
