What this amendment would do
MR. WELCH submitted this amendment, known as SA 1673, to be proposed for the congressional budget resolution. As folks who elect our officials, we need to know what our lawmakers are trying to add to the table.
What It Changes or Adds
This amendment adds a new rule in the Senate called a point of order. To put it in plain English, it makes it out of order in the Senate to consider any bill, joint resolution, motion, amendment, or conference report that provides funding for activities recognizing Israeli sovereignty over Gaza, the West Bank, or other areas that came under Israeli administration through the use of force after June 5, 1967.
To bypass this new rule, the Senate would need a three-fifths vote of the members chosen and sworn to waive or suspend it. It also takes a three-fifths vote to sustain an appeal of the ruling of the Chair.
