What this amendment would do

Purpose and Changes

Mr. Welch submitted this amendment, known as SA 1672, to the concurrent resolution setting the congressional budget for fiscal year 2025 and the levels for fiscal years 2026 through 2034.

The amendment aims to add a point of order in the Senate. This rule makes it not in order to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that would enable the use of certain personnel or forces.

Specifically, it blocks legislation that would enable the use of the United States Armed Forces, United States Government personnel, or entities under the control of or supported by the United States Government to do two things:

  • Undertake security operations in Gaza.

  • Undertake any activity or operations to assist in the displacement or removal of Palestinians from Gaza.

To get around this rule and waive or suspend it, the Senate would need an affirmative vote of three-fifths of the Members, duly chosen and sworn. It also takes that same three-fifths vote to sustain an appeal of the ruling of the Chair if a point of order is raised.
