What this amendment would do
Mr. Welch submitted SA 1669, which is an amendment intended to be proposed to the concurrent resolution H. Con. Res. 14 for the fiscal year 2025 congressional budget.
The purpose of this amendment is to add a deficit-neutral reserve fund relating to immigration enforcement and First Amendment protected activity.
Here is what the amendment aims to do:
-
Allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution.
-
Make adjustments to the pay-as-you-go ledger for legislation relating to free speech.
-
Cover legislation that may include preventing the surveillance, arrest, detainment, and deportation of noncitizens on the grounds that they have engaged in First Amendment protected activity to which the executive branch objects.
-
Ensure that any such legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
