What this amendment would do
Mr. Welch submitted SA 1665 to be proposed for the concurrent resolution H. Con. Res. 14, which sets the congressional budget for the United States Government for fiscal year 2025 and sets forth appropriate budgetary levels for fiscal years 2026 through 2034.
-
The amendment adds a new section to the end of title III, creating a deficit-neutral reserve fund relating to the unlawful enforcement of the Alien Enemies Act of 1798.
-
It allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, other appropriate levels, and the pay-as-you-go ledger.
-
These revisions and adjustments are for legislation relating to immigration enforcement.
-
The immigration enforcement legislation may include prohibiting the enforcement of sections 4067 through 4070 of the Revised Statutes of the United States (commonly known as the Alien Enemies Act of 1798) unless specific conditions are met.
-
The specific conditions required to enforce the Alien Enemies Act are a declared war between the United States and any foreign nation or government, or an invasion or predatory incursion perpetrated, attempted, or threatened against United States territory by any foreign nation or government.
-
The changes are allowed as long as the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
