Mr. Welch submitted SA 1663, which is an amendment intended for the concurrent resolution setting the congressional budget for the United States Government for fiscal year 2025 and setting forth appropriate budgetary levels for 2026 through 2034.

What It Aims to Change or Add

  • The amendment adds a new section at the end of title III titled DEFICIT-NEUTRAL RESERVE FUND RELATING TO IMMIGRATION ENFORCEMENT IN PLACES OF WORSHIP.

  • It allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution.

  • It allows the Chairman to make adjustments to the pay-as-you-go ledger for legislation relating to immigration enforcement.

  • This includes preventing immigration enforcement actions in places of worship.

  • The adjustments are allowed as long as the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
