What this amendment would do

MR. KAINE submitted amendment numbered SA 165, which is intended to be proposed for the concurrent resolution S. Con. Res. 7 for the fiscal year 2025 budget and levels through 2034.

The purpose of this amendment is to add a deficit-neutral reserve fund relating to supporting voluntary conservation agriculture to the end of title III of the resolution.

It aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels, and adjust the pay-as-you-go ledger.

These revisions and adjustments can be made for legislation relating to programs that support voluntary conservation agriculture, which may include programs established under Public Law 117-169, commonly known as the Inflation Reduction Act of 2022.

The changes are permitted as long as the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
