What this amendment would do
What it Aims to Change or Add
This amendment, submitted by Ms. Hirono and Ms. Rosen, sets up a deficit-neutral reserve fund related to protecting access to immunizations.
It aims to allow the Chairman of the Committee on the Budget of the Senate to make changes to budget allocations and the pay-as-you-go ledger. This can be done for legislation that relates to protecting access to immunizations.
The changes can cover things like no-cost coverage of adult vaccines, including measles, that are recommended by Federal advisory committees like the Advisory Committee on Immunization Practices under Medicare, Medicaid, and the Children's Health Insurance Program.
Importantly, this can only happen if the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
