What this amendment would do

  • The amendment was submitted by Ms. Duckworth.

  • It proposes a deficit-neutral reserve fund relating to providing funding to protect the civil right of access to health care services for individuals with disabilities instead of funding tax cuts for corporations and wealthy individuals.

  • It allows the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other appropriate levels in the resolution, and make adjustments to the pay-as-you-go ledger.

  • These revisions and adjustments apply to one or more bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports relating to civil rights.

  • This may include legislation providing funding to protect the civil right of access to health care services for individuals with disabilities as required under section 504 of the Rehabilitation Act of 1973 (29 U.S.C. 794).

  • The adjustments are based on the amounts provided in such legislation for those purposes, as long as the legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
