What this amendment would do

  • Ms. Hirono submitted SA 1631 to the concurrent resolution for the fiscal year 2025 congressional budget.
  • The purpose of this amendment is to create a point of order in the Senate against certain legislation.

What It Aims to Change or Add

  • It adds a rule making it out of order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that saves money by reducing the workforce (reduction in force) in an agency.
  • This restriction applies specifically to agencies that have a regulatory or oversight role over companies owned or managed by:
    • An employee or associate of the U.S. DOGE Temporary Service or the Executive Office of the President.
    • An individual who gave more than $1,000,000 in political donations in the preceding 2 years.
  • It sets a rule that this point of order can only be waived, suspended, or sustained on appeal by an affirmative vote of three-fifths of the Senators duly chosen and sworn.
