What this amendment would do
Mr. Kaine submitted this amendment to the congressional budget for the United States Government for fiscal year 2025. As folks who elected these officials, we need to know what our leaders are trying to do with our tax policies and budget rules.
The Purpose and Changes
The purpose of this amendment is to create a deficit-neutral reserve fund relating to preventing federal funding freezes from shutting down community health centers.
How It Works
This amendment aims to allow the Chairman of the Committee on the Budget of the Senate to change committee allocations, aggregates, and other appropriate levels in the resolution. They can also make adjustments to the pay-as-you-go ledger.
This applies to bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports that relate to protecting access to health care services. This specifically may include protecting resources for Federally-qualified health centers to reverse the harms done by the recent federal funding freeze.
The changes happen by the amounts provided in such legislation for those purposes, as long as that legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
