What this amendment would do
As folks who elected our officials, we expect accountability and honesty from the people working in our government. This amendment, submitted by Ms. Hirono, sets up a deficit-neutral reserve fund to focus on oversight and ethics guidance for executive branch officials.
To put it in plain English, this allows the Chairman of the Senate Committee on the Budget to adjust financial levels and rules so Congress can pass legislation aimed at stopping unethical behaviors.
Specifically, the text targets actions like:
- Selling influence to groups that have business with the executive branch.
- Promising favorable regulatory actions in exchange for personal or political gain.
- Using an official position to get outsized financial returns by selling goods and rights to entities doing business with the executive branch.
The big catch here is that any new laws passed using this fund cannot increase the national deficit between fiscal years 2025 and 2034.
