What this amendment would do
This amendment, submitted by Ms. Hirono, creates a point of order in the Senate against certain budget-related legislation.
- It aims to stop the Senate from considering specific reconciliation bills, joint resolutions, amendments, or conference reports if a certain condition is met.
- The rule applies if more than 10,000 Federal employees have been removed or Federal positions have been eliminated during the 1-year period right before the legislation is considered.
How to Bypass the Rule
Since we want to hold our officials accountable and know how the rules work, this amendment allows the Senate to get around this restriction under a specific condition:
- It takes an affirmative vote of three-fifths of the Members to waive or suspend this rule.
- It also takes an affirmative vote of three-fifths of the Members to sustain an appeal of the ruling of the Chair on a point of order raised under this rule.
