What this amendment would do
- This amendment was put forward by Ms. Hirono regarding the congressional budget.
- Its main purpose is to create a Point of Order in the Senate against certain legislation.
What it aims to change or add
- It adds a rule that makes it not in order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that does a specific thing.
- Specifically, it targets legislation that authorizes or approves a reduction in force covering positions that pay less than similarly situated private sector positions or positions that will necessitate the hiring of contractors.
- It only applies if that reduction in force would result in a net increase in the cost to the Federal Government for personnel costs to maintain the same functions.
- It sets a rule that this new restriction can only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn.
- It also requires an affirmative vote of three-fifths of the Members of the Senate, duly chosen and sworn, to sustain an appeal of the ruling of the Chair on a point of order raised under this rule.
