What this amendment would do

Ms. Hirono submitted SA 1622, which aims to create a new rule in the Senate regarding how we handle legislation. Common sense tells us that when our elected officials look to cut costs, they shouldn't do it on the backs of folks who rely on the mail the most.

What It Changes or Adds

  • Adds a Point of Order: The amendment adds a rule that makes it out of order in the Senate to consider any bill, joint resolution, motion, amendment, or conference report that gets savings from measures negatively impacting the United States Postal Service and its ability to serve rural residents or seniors.

  • Specific Examples: Examples of what would trigger this include eliminating the universal service obligation of the Postal Service or privatizing the Postal Service.

  • Waiver and Appeal Rules: This new rule can only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn. An affirmative vote of three-fifths of the Members is also required to sustain an appeal of the ruling of the Chair on a point of order raised under this section.
