What this amendment would do

Ms. Hirono submitted SA 1621 to hold our officials accountable by establishing a point of order in the Senate.

  • It aims to make it out of order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that achieves deficit reduction or savings by reclassifying Federal Government workers who are veterans into an employment status where they have fewer whistleblower protections to report waste, fraud, or abuse affecting veterans.

  • It adds a rule stating that this new point of order can only be waived or suspended, or an appeal of the Chair's ruling sustained, by an affirmative vote of three-fifths of the Members of the Senate, duly chosen and sworn.
