What this amendment would do

  • Submitted by Mr. Reed along with several other senators, this amendment is known as SA 1617 and was proposed for the concurrent resolution on the congressional budget for fiscal year 2025.

  • The purpose of the amendment is to create a deficit-neutral reserve fund relating to ensuring home energy assistance for low-income households.

  • It aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution. It also allows the Chairman to make adjustments to the pay-as-you-go ledger for legislation relating to ensuring the access of low-income households to energy assistance.

  • This assistance is meant to account for high energy costs or the impact of any new tariffs on the cost of heating oil, delivered fuels, or other energy forms, such as home energy assistance through the Low-Income Home Energy Assistance Program.

  • The changes can only be made by the amounts provided in such legislation, and with the strict condition that the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
