What this amendment would do
Mr. Whitehouse submitted SA 1614 to be proposed for the concurrent resolution H. Con. Res. 14, which establishes the congressional budget for the United States Government for fiscal year 2025 and sets forth the appropriate budgetary levels for fiscal years 2026 through 2034.
What the amendment aims to change or add
The amendment aims to add a point of order against legislation in the Senate. Specifically, it makes it not in order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that gives tax breaks to big oil companies and increases insurance costs caused by climate change.
To get around this rule, the amendment requires an affirmative vote of three-fifths of the Members, duly chosen and sworn, to waive or suspend it. It also requires an affirmative vote of three-fifths of the Members of the Senate to sustain an appeal of the ruling of the Chair on a point of order raised under this rule.
