What this amendment would do
Mr. Whitehouse submitted SA 1613, which is an amendment intended to be proposed to the concurrent resolution H. Con. Res. 14.
The purpose of the amendment is to add a point of order against certain reconciliation legislation in the Senate. Specifically, it aims to prevent the consideration of any reconciliation bill, joint resolution, amendment, or conference report unless it requires a specific action for certain government agencies.
What It Aims to Change or Add
The amendment adds a requirement for agencies that have had staff of the Department of Government Efficiency digging into their protected data.
- The legislation must require these agencies to conduct a comprehensive systems audit.
- The audit must check for any vulnerabilities that could interfere with system performance or security, or expose personally identifiable information.
- If a reconciliation bill or related measure fails to require this audit, a point of order can be raised against it in the Senate.
This point of order can only be waived, suspended, or sustained on appeal by an affirmative vote of three-fifths of the Members of the Senate who are duly chosen and sworn.
