What this amendment would do
This amendment, numbered SA 1610, was submitted by Ms. Baldwin along with Mr. Whitehouse and Mr. Booker. Its purpose is to add a deficit-neutral reserve fund to the concurrent resolution relating to closing the carried interest loophole.
What it Aims to Change or Add
The amendment aims to allow the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other levels, and make adjustments to the pay-as-you-go ledger. This can be done for legislation relating to tax fairness.
Specifically, this can include taxing the carried interest compensation of multimillionaire hedge fund managers at ordinary income rates. Any legislation passed for this purpose must not increase the deficit over the total period of fiscal years 2025 through 2034.
