What this amendment would do
Mrs. Blackburn submitted amendment SA 1606 to the concurrent resolution establishing the congressional budget for the United States Government for fiscal year 2025 and setting forth the appropriate budgetary levels for fiscal years 2026 through 2034.
The purpose of this amendment is to create a deficit-neutral reserve fund. This allows the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other levels in the resolution, and adjust the pay-as-you-go ledger for legislation relating to several specific public safety and law enforcement purposes.
The amendment aims to add provisions allowing changes for legislation that directs the Attorney General to award grants to eligible entities for the following actions:
- Hiring and retaining law enforcement officers, including awarding bonuses.
- Targeting, combatting, and prosecuting vehicle thefts, including carjackings.
- Preventing violent crime by prioritizing stringent sentences for repeat offenders, including juvenile offenders.
- Using public safety tools such as bail and pretrial detention to prevent dangerous offenders from returning to communities.
- Acquiring resources to better target drug and fentanyl crimes.
- Detaining and deporting illegal aliens who have committed criminal offenses in the United States.
- Eliminating investigatory backlogs and more quickly processing criminal evidence.
- Combatting interstate child trafficking.
These adjustments are allowed provided that the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
