What this amendment would do
Mr. Kaine submitted amendment SA 160 to the concurrent resolution on the budget for the United States Government for fiscal year 2025 and budgetary levels for fiscal years 2026 through 2034.
The purpose of this amendment is to add a deficit-neutral reserve fund relating to protecting access to health care in Medicaid expansion states with trigger laws.
-
It allows the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other appropriate levels, and make adjustments to the pay-as-you-go ledger.
-
These revisions and adjustments are for legislation relating to health insurance coverage, which may include protecting Medicaid expansion by reversing cuts to Federal Medicaid funding that would trigger provisions in state laws automatically ending coverage of the Medicaid expansion population.
-
The changes are allowed as long as the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
