What this amendment would do
Mr. Coons submitted this amendment, numbered SA 1599, to the concurrent resolution H. Con. Res. 14 for the fiscal year 2025 budget. It is all about holding our elected officials accountable when it comes to the costs we pay as everyday people.
What the amendment aims to do
This amendment adds a specific rule to the Senate.
* It creates a point of order in the Senate against considering any bill, joint resolution, motion, amendment, or conference report that would increase tariff rates on most imports from a country that is an ally of the United States or has a free trade agreement with us.
* It aims to stop actions that would raise costs on United States consumers by putting tariffs on our allies and partners.
How to bypass the rule
If officials want to move forward with something that breaks this rule, it takes a three-fifths vote of the sworn Senators to waive or suspend it. It also takes that same three-fifths vote to sustain an appeal if the Chair makes a ruling on this point of order.
