What this amendment would do

SA 1556, submitted by Mr. King, aims to establish a deficit-neutral reserve fund relating to National Institutes of Health employee terminations.

The purpose of this amendment is to allow the Chairman of the Senate Committee on the Budget to adjust allocations, aggregates, and other levels in the resolution for legislation relating to basic research. Specifically, it can add rules that prohibit the National Institutes of Health from terminating, reassigning, or removing employees or contractors unless the action is based on documented cause or performance justification, and not for reasons that undermine the mission of the National Institutes of Health.
