What this amendment would do
MR. KING submitted SA 1553, which is an amendment intended to be proposed to the concurrent resolution H. Con. Res. 14, establishing the congressional budget for the United States Government for fiscal year 2025 and setting forth the appropriate budgetary levels for fiscal years 2026 through 2034.
The purpose of this amendment is to create a deficit-neutral reserve fund relating to prohibiting the Department of Health and Human Services from firing staff without cause.
It aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution, and make adjustments to the pay-as-you-go ledger, for legislation relating to public health.
This may include prohibiting the Department of Health and Human Services from firing staff unless there is cause or genuine performance justification and if doing so is opposed to the mission of the Department, provided that such legislation does not increase the deficit over the period of the total of fiscal years 2025 through 2034.
