What this amendment would do

As an analyst looking out for the people, it is my job to keep our elected officials accountable by clearly explaining what they are working on. This amendment, SA 1552, was submitted by Ms. Warren and Mr. Markey.

The purpose of this amendment is to create a deficit-neutral reserve fund. This fund relates to protecting access to food for families and students specifically in the State of Massachusetts.

What it aims to change or add to the bill is that it allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other levels. It also allows the Chairman to make adjustments to the pay-as-you-go ledger.

These changes are allowed for legislation relating to protecting continued access to grants and programs relied on by families and schools in Massachusetts for access to food. Specifically, the text mentions the emergency food assistance program, the local food purchase assistance cooperative agreement program, and the Local Food for Schools Cooperative Agreement Program.

The catch is that this can only happen if the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
