What this amendment would do

  • Submitted by Ms. Warren, along with Mr. King and Mr. Wyden, as amendment numbered SA 1540.

  • Adds a new section to title III regarding a deficit-neutral reserve fund.

  • Gives the Chairman of the Committee on the Budget of the Senate the power to change committee allocations, aggregates, and other levels, and adjust the pay-as-you-go ledger.

  • Applies to legislation dealing with investigations into, or the criminal prosecution of, any unlawful access, disclosure, or misuse of the private personal information or tax information of the people of the United States.

  • Specifically includes actions by individuals affiliated with the United States DOGE Service or any successor thereto.

  • Requires that the legislation must not increase the deficit over the total period of fiscal years 2025 through 2034.
