What this amendment would do
- Purpose: This amendment, submitted by Ms. Warren and Mr. Durbin, creates a point of order in the Senate.
- Goal: It aims to stop the Senate from considering any legislation, resolution, motion, or conference report that would eliminate or reduce access to student loan cancellation programs for borrowers who were defrauded or misled by their schools.
- How to Bypass It: This rule can only be waived or suspended in the Senate by a three-fifths vote of the members who are duly chosen and sworn. It also takes a three-fifths vote to sustain an appeal of the Chair's ruling on this point of order.
