What this amendment would do

This amendment, submitted by Mr. King as SA 1507, sets up a deficit-neutral reserve fund focused on living marine resources.

The purpose of this amendment is to allow the Chairman of the Senate Committee on the Budget to change budget allocations and make adjustments to the pay-as-you-go ledger. This can be done for bills, amendments, or other measures related to living marine resources, including Coast Guard activities like inspections and enforcement.

To make these changes, the legislation must meet a strict rule: it cannot increase the federal deficit for the combined fiscal years of 2025 through 2034.
