What this amendment would do

MR. WELCH submitted SA 1504 to the concurrent resolution H. Con. Res. 14 for the fiscal year 2025 budget. As folks who care about holding our elected officials accountable, we need to know what this is about.

  • The purpose of this amendment is to add a deficit-neutral reserve fund relating to promoting innovation, domestic job creation, and United States competitiveness.
  • It aims to allow the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other appropriate levels in the resolution.
  • It also allows the Chairman to make adjustments to the pay-as-you-go ledger for bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports.
  • These adjustments are for legislation relating to promoting innovation, domestic job creation, and United States competitiveness.
  • This may include prohibiting rescissions to Federal programs established through the CHIPS and Science Act of 2022, such as the Regional Technology and Innovation Hubs Program, and incentives and investments related to on-shoring domestic semiconductor production administered by the Department of Commerce.
  • The condition is that such legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
