What this amendment would do
Mr. Welch submitted SA 1493 to be proposed for the concurrent resolution H. Con. Res. 14, which establishes the congressional budget for the United States Government for fiscal year 2025 and sets forth appropriate budgetary levels for fiscal years 2026 through 2034.
Purpose and Changes
The purpose of this amendment is to add a deficit-neutral reserve fund relating to reducing energy bills for low-income households at the end of title III.
It aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution, and make adjustments to the pay-as-you-go ledger.
This applies to legislation relating to reducing energy bills for low-income households, which may include:
- Increasing funding for the Weatherization Assistance Program or Low-Income Home Energy Assistance Program
- Prohibiting rescissions of funds for the Weatherization Assistance Program or Low-Income Home Energy Assistance Program
These adjustments can be made by the amounts provided in such legislation, as long as the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
