What this amendment would do
Mr. Welch submitted SA 1486 as an amendment to the congressional budget resolution for fiscal year 2025. Plain and simple, the purpose of this amendment is to set up a deficit-neutral reserve fund.
What it aims to change or add
This amendment adds a new section to the budget resolution that allows the Chairman of the Committee on the Budget of the Senate to make changes and adjustments. Specifically, they can adjust budget allocations and levels for legislation that relates to prohibiting the reduction or elimination of funding for programs that support substance use disorder prevention and treatment.
- The legislation must not increase the deficit over the total period of fiscal years 2025 through 2034.
