What this amendment would do
This amendment was submitted by Mr. Welch to the concurrent resolution establishing the congressional budget for the United States Government for fiscal year 2025.
The purpose of this amendment is to create a point of order in the Senate against considering legislation, resolutions, motions, amendments, or conference reports that would allow affiliates of the Department of Government Efficiency to access the Federal payment system of the Bureau of the Fiscal Service in order to review payments made to Social Security beneficiaries.
The amendment aims to add a specific rule to the Senate where it would not be in order to permit this access unless a waiver or suspension is approved by an affirmative vote of three-fifths of the Senators chosen and sworn. An affirmative vote of three-fifths of the Senators would also be required to sustain an appeal of the ruling of the Chair on this point of order.
