What this amendment would do
Mr. Welch submitted this amendment to keep our elected officials and government agencies accountable to the people who rely on Social Security. Common sense tells us that people need a safe and reliable way to handle their benefits, especially older folks or those who cannot easily travel to an office.
What The Amendment Changes
This amendment adds a new deficit-neutral reserve fund to the budget resolution. Its specific purpose is to relate to prohibiting elimination of identity verification for Social Security beneficiaries over the telephone.
- Allows the Chairman of the Committee on the Budget of the Senate to revise budget allocations and make pay-as-you-go adjustments.
- Applies to legislation that stops the government from getting rid of phone-based identity checks for Social Security beneficiaries.
- Requires that any such legislation does not increase the deficit over the total of fiscal years 2025 through 2034.
