What this amendment would do
MR. COONS submitted amendment SA 1446 to the concurrent resolution H. Con. Res. 14 for the fiscal year 2025 budget.
- The purpose of this amendment is to create a deficit-neutral reserve fund related to protecting the lives of members of the Armed Forces and intelligence officers by securing classified information and systems.
- It aims to allow the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other levels, and make adjustments to the pay-as-you-go ledger for legislation relating to protecting the lives of members of the Armed Forces and intelligence officers.
- It ensures that classified information is only shared on United States Government-approved classified networks and devices.
- It ensures that only those properly cleared individuals with a fully adjudicated background investigation and a legitimate need to know can access classified data, systems, and facilities.
- The adjustments apply as long as the legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
