What this amendment would do

  • Submitted by: Ms. Hirono
  • Purpose: The amendment proposes a deficit-neutral reserve fund relating to prohibiting the use of taxpayer dollars to defend certain special government employees in the Executive Office of the President against lawsuits.

What It Aims to Change or Add

  • It allows the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other appropriate levels in the resolution.
  • It allows adjustments to the pay-as-you-go ledger for legislation relating to prohibiting the use of Federal funds or personnel to defend in any civil action a special Government employee serving in a position in the Executive Office of the President who falls under the requirements of clause (i) or (iii) of section 2634.904(a)(2) of title 5, Code of Federal Regulations.
  • This is subject to the condition that such legislation would not increase the deficit over the period of the total of fiscal years 2025 through 2029 or the period of the total of fiscal years 2025 through 2034.
