What this amendment would do
-
What it is: This is an amendment numbered SA 1428, submitted by Ms. Hirono regarding the congressional budget for the United States Government for fiscal year 2025.
-
Its purpose: It aims to set up a deficit-neutral reserve fund relating to restoring funding for clean energy projects.
-
What it changes or adds: It allows the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other levels, and make adjustments to the pay-as-you-go ledger. This is for legislation relating to restoring funding that a Federal agency obligated before January 21, 2025, for energy and infrastructure projects that is withheld by the President and not otherwise rescinded by an Act of Congress. This applies as long as the legislation does not increase the deficit over the total of fiscal years 2025 through 2034.
