What this amendment would do

  • Ms. Rosen proposed an amendment, known as SA 1426, to the concurrent resolution establishing the congressional budget for the United States Government for fiscal year 2025 and setting forth the appropriate budgetary levels for fiscal years 2026 through 2034.

  • The purpose of this amendment is to add a deficit-neutral reserve fund to the end of title III.

What It Aims to Change or Add

  • It allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution.

  • It permits the Chairman to make adjustments to the pay-as-you-go ledger for legislation relating to hiring and training veterans.

  • This includes protecting veterans who are probationary employees or veterans working for the Bureau of Land Management, National Park Service, or Forest Service.

  • These changes can only happen if the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
