- Point of order: It establishes a point of order in the Senate against considering any measure that reduces funding for the Nonprofit Security Grant Program to offset tax cuts for individuals making more than $1,000,000,000 per year.
- Waiver and appeal: It requires an affirmative vote of three-fifths of the Members, duly chosen and sworn, to waive or suspend the point of order, or to sustain an appeal of the ruling of the Chair on the point of order.
