What this amendment would do
Here is the plain-language breakdown of what Senator Rosen's amendment (SA 1420) is all about, keeping our elected officials accountable to the people.
What It Aims to Do
-
The amendment sets up a procedural roadblock—known as a point of order—in the Senate against legislation that harms everyday people and states regarding specific health conditions.
-
It targets any bill, resolution, motion, amendment, or conference report that would increase the cost for states to care for Medicaid patients suffering from cancer, Alzheimer's or other forms of dementia, diabetes, traumatic injuries from car accidents, farming accidents, or other accidental injuries requiring emergency response and hospitalization, heart disease, or stroke.
-
It also targets any legislation that would result in less coverage or higher health care costs for patients dealing with any of those exact same conditions.
How It Can Be Overridden
-
To bypass this rule and pass such legislation anyway, it would take a three-fifths affirmative vote of the Senators chosen and sworn in.
-
It also takes that same three-fifths affirmative vote to overturn a ruling made by the Chair regarding this point of order.
