What this amendment would do

  • Ms. Rosen submitted the amendment, known as SA 1416, to the concurrent resolution establishing the congressional budget for the United States Government for fiscal year 2025 and setting forth appropriate budgetary levels for fiscal years 2026 through 2034.

  • It adds a deficit-neutral reserve fund at the end of title III that relates to decreasing energy prices for hardworking families.

The Purpose and Changes

  • The purpose is to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution, and make adjustments to the pay-as-you-go ledger.

  • These changes can be made for one or more bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports relating to decreasing energy prices for hardworking families.

  • This may include investing in energy supply chains or mitigating the effects of retaliatory tariffs on energy resources, provided that the legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
