What this amendment would do

Mr. Bennet submitted SA 1400, which is an amendment intended for the congressional budget resolution for fiscal year 2025. As folks we elected to represent us, we need to keep an eye on how they handle our resources and our money. This amendment creates a deficit-neutral reserve fund to protect funding for water conservation in states dealing with long-term drought.

What It Aims to Change or Add

The amendment adds a new section to the bill that allows the Chairman of the Committee on the Budget of the Senate to make adjustments and revisions to budget allocations and the pay-as-you-go ledger. This can be done for legislation that:

  • Protects funding for water conservation in states experiencing long-term drought.
  • May include prohibiting provisions that restrict the distribution of funds in the Colorado River Basin or Rio Grande River Basin.

The catch is that this legislation must not increase the deficit over the total period of fiscal years 2025 through 2034.
