What this amendment would do
Mr. Bennet submitted SA 1391, which is an amendment intended to be proposed for the concurrent resolution H. Con. Res. 14.
The purpose of this amendment is to add a deficit-neutral reserve fund at the end of title III. This fund relates to protecting access to voluntary programs that help farmers steward their land and address natural resource challenges in a responsible and economically viable way.
The amendment aims to allow the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other appropriate levels in the resolution. It also allows the Chairman to make adjustments to the pay-as-you-go ledger for legislation relating to protecting access to these voluntary programs, provided the legislation does not increase the deficit over the total fiscal years of 2025 through 2034.
- Allows revisions for bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports.
- May include prohibiting provisions that decrease funding for existing conservation programs or programs that address drought and persistent water challenges.
