What this amendment would do

Mr. Bennet submitted SA 1389 to the concurrent resolution on the congressional budget for fiscal year 2025. The purpose of this amendment is to add a deficit-neutral reserve fund relating to protecting and expanding international market opportunities for farmers.

What It Changes or Adds

This amendment allows the Chairman of the Senate Committee on the Budget to revise committee allocations, aggregates, and other appropriate levels in the resolution. It also allows the Chairman to make adjustments to the pay-as-you-go ledger.

These changes are for legislation relating to protecting and expanding international market opportunities for farmers. This may include prohibiting provisions that decrease funding for international market promotion programs or foreign food aid programs.

To make these changes happen, the legislation must meet a strict rule: it cannot increase the deficit over the total period of fiscal years 2025 through 2034.
