What this amendment would do
Mr. Bennet submitted amendment SA 1387 to the concurrent resolution for the congressional budget. The purpose of this amendment is to create a deficit-neutral reserve fund that supports farmers and local communities.
What It Aims to Change or Add
-
It allows the Chairman of the Senate Committee on the Budget to adjust budget allocations, aggregates, and the pay-as-you-go ledger for specific legislation.
-
This applies to legislation that prohibits taking away, reducing, or moving around funds for Department of Agriculture programs that specifically support beginning farmers and ranchers, small and mid-sized producers, or local and regional food systems.
-
These protections apply during any fiscal year when net farm income is projected to decrease, as determined by the Economic Research Service.
-
The legislation must not increase the deficit over the total period of fiscal years 2025 through 2034.
