What this amendment would do
MR. BENNET submitted SA 1383, which is an amendment intended to be proposed to H. Con. Res. 14 for the fiscal year 2025 congressional budget.
The purpose of this amendment is to add a deficit-neutral reserve fund relating to protecting farmers and ranchers at the end of title III.
It aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels, and make adjustments to the pay-as-you-go ledger.
These revisions are for legislation relating to withholding or restricting funding for the Office of the Secretary of Agriculture in any fiscal year where the Secretary fails to honor binding agreements or contractual obligations entered into with farmers and ranchers.
An exception is made if the Secretary of Agriculture submits a written justification for failing to honor those agreements or obligations and a corrective action plan to Congress not later than 60 days after the date of enactment of the Act.
The legislation must also not increase the deficit over the total period of fiscal years 2025 through 2034.
