What this amendment would do
Mr. Bennet submitted SA 1381 to the concurrent resolution H. Con. Res. 14 for the fiscal year 2025 budget. As folks who elect these officials, we need to keep an eye on how they handle our resources and support the people who feed us.
What It Changes and Adds
The amendment adds a deficit-neutral reserve fund relating to supporting farmers to the end of title III. It allows the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other appropriate levels in the resolution. It also allows the Chairman to make adjustments to the pay-as-you-go ledger for bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports relating to supporting farmers.
This support for farmers may include:
-
Prohibiting the closure, consolidation, downsizing, relocation, or significant reduction in operations of any local or regional office of the Farm Service Agency, the Natural Resources Conservation Service, or Rural Development.
-
Implementing a clear, enforceable plan to ensure uninterrupted access to all Department of Agriculture programs affected. This access can be through on-the-ground staffing, outreach, or equivalent local capacity.
These changes are allowed by the amounts provided in such legislation for those purposes, as long as the legislation does not increase the deficit over the period of the total of fiscal years 2025 through 2034.
