What this amendment would do
SA 1369, submitted by Mr. Bennet, is a proposal that sets up a deficit-neutral reserve fund related to stopping the unnecessary waste of valuable energy resources.
The purpose of this amendment is to allow the Chairman of the Senate Committee on the Budget to change budget allocations, aggregates, and other levels. They can also adjust the pay-as-you-go ledger for legislation dealing with energy supply.
- It aims to cover bills or other legislative actions that stop things from happening if those actions would lead to an increased, unnecessary waste of natural gas resources, which would in turn raise natural gas prices.
- It also aims to cover legislation that prohibits actions which would decrease the funding resources dedicated to reducing that waste.
To make these changes happen, the legislation must not increase the deficit over the total period of fiscal years 2025 through 2034.
